The present bargain concerns a request for proposals for the design and prototyping of urban furniture to be installed in the location chosen by the candidate in one of 3 proposed sites (Parvis de Saint Michel et Gudulle cathedral square, Square de la Putterie, Jardin de l'Albertine garden – situated in the centre of Brussels) for a minimum period of 3 years.
The request for proposals is open to any person with the qualities required to design and then follow through his proposal to prototyping and installation in the urban green space.

The candidates shall send their dossier in a sealed envelope with the wording “PARCKDESIGN 2008” itself containing two envelopes:
The candidate must complete the attached information sheet (Appendix 1 for professionals, Appendix 2 for non professionals). They must sign it and so accept the rules of the Parckdesign 2008 competition and the execution agreement.
The opening of the second envelope will only take place if the required documents, in the first envelope, are all present and compliant. The name of the candidate or the team shall be written in an envelope that is closed and stuck to the rear of the document so as to guarantee anonymity to the jury.
The documents to be submitted by the candidates shall be unidentifiable, under pain of exclusion, and must not exceed A3 format.

It is imperative that the proposal must be supplied in two paper copies and a copy on CD in this second closed envelope. The complete file must be found on the CD as well as all the graphic documents in high resolution. These electronic documents, free of all authors rights, could be used on any media whatsoever for the promotion of the Parckdesign operation.
Recyclart and Designed in Brussels will analyse all the files received to check their admissibility :

This list is indicative: If one of the members has to withdraw, Bruxelles Environnement reserves the right to replace them by someone with equivalent professional qualifications and public recognition.
Open to all through an electronic vote on the www.parckdesign.be internet site.
On the advice of the professional jury, Bruxelles-Environnement reserves the right not to construct the prototype selected by the public or to disqualify it if it does not comply with the admissibility criteria.
The selected candidates will be invited to an obligatory preliminary interview. The others will be informed by letter of the result of the request for proposals.
The files must arrive at Bruxelles-Environnement by any means convenient to the candidate, before 19 February 2008 at 5pm.
All the documents supplied or generated by the initiative in the present request for proposals remain the property of Bruxelles-Environnement (IBGE). They can be used, free of author’s rights. Bruxelles-Environnement, Designed In Brussels and Recyclart agree to inform the candidate and mention their name clearly on all communication media related to the promotion and development of the Parckdesign initiative.
The prototypes constructed by the winners of the request for proposal, in the event that they are accepted and implemented, remain their intellectual property.
A price is set at a fixed sum of 2,000 € per selective creator or collective as a reward for their talent and creativity in addition to the cost of making the prototype(s) with a ceiling of 10,000 € Excluding VAT.

The request for proposals comprises two main phases from proposal deposition to the selection of the 5 winners, followed by the construction and development of the prototypes for the consumer.
December 2007 : Launch of the request for proposals via various media (Internet, press, design networks, architecture, schools…) and the “Moniteur Belge”.
19 February 2008 : Last date for reception of files at Bruxelles-Environnement before 5pm.
From 11 to 19 March 2008 : Public jury by electronic vote on www.parckdesign.be: Selection of a winner.
19 March 2008 : National and international professional jury: Selection of 4 winners.
24 March 2008 : Obligatory assistance meeting for the implementation of the five selected proposals. Individual interview with the five winners.
